After the fall of the Republic, Jar Jar became a senator in the empire, and was still alive in 6.5 ABY in the New Republic. Kamino left the Empire and still had the Jango template, so they created new clone anti-troopers that they used to fight against the Empire, and the empire was forced to make their own clones and hire recruits. It is unknown who exactly made the stormtrooper armor, but it is unlikely Kamino, as it left the Empire.
