Built specifically for allied forces, whom travel from far distances to reach the Federtion, the deep space fueling station only holds Octan Fuel.

Deepspace fueling stations do not exist in the 24th century StarTrek universe that I am aware of. All of my StarTrek Mocs take place in the 27th century.
