Is the flex tube you are referring to is the Blue Hose, Ribbed 7mm D. 2L (Bricklink part no : 78c02)? I did tried to used it but I couldn't figure out how to have it connected to the train so I modify it to using the stacked studs. Thank you for visting, Trevor! :)

You captured it perfectly. Just looking at the real picture is almost like a manual! Although to me the tubing type thing around the cylinders is a cut flex tube instead of stacked studs. Just seems that way to me.
