Makuta Stones don't exist because Makuta are an existing species while Toa are a possible transformation of a Matoran (which are the only beings that can actually become Toa anyway). Besides that not all Matoran can be transformed by Toa Stones- only ones with a certain destiny.

Why does the torso bend sideways instead of forward? Anyway, sweet moc, I like the heels, heels are hard to make!
