That part is the movie theater level, it was made black for darkness. I have since made it double layered so that it is black on the inside and white on the outside, but the city is in a big moving box right now so I can't post the updated city.

Umm, well, idk how yours are falling in, but I make the floor first, with all of the plates being connected via a skeleton structure below. Then I build up walls, add flats on the top, add 2-6 studs and start working on a new level. Note that you should not have any of the skeleton structure on the edges, as this will prevent you from properly stacking your levels. Hope this helped!
