This is Queen Ocuro's third form which is mllions of times more powerful than her first and second forms. In her second form she has control of fire and air she has all of the makuta abilities and in her first form she had power over fire. Once her transformation to stage 3 is complete she has power over fire, air, earth, and light. No one has ever pushed queen Ocuro to this limit since Captain hynei in his prime.
