Now that makes sense, it's still hard to believe they use it nowadays though, such pillar would be heavy and the structure holding it up in a tower must be strong enough to carry it, I think there are more efficient ways to protect from earth quake, Thanks for the info anyway

Ok, how the moving pillar works is because it isn't attached to the ground when an earth quake happens it doesn't shake as much at the rest of the structure. Because of the weight of it inertia holds it in place and so helps to stabilize the building.
