Does any one have any advice on what to put on the top deck so it doesn't look...empty?

maybe 3 small guns on either side or 2 big guns?

I mea like utility type things. I made a crane variant and I am designing a helicopter variant as well..

Before I suggest guns or something like that, what's the ship's purpose? That may determine what logically goes on the deck.

By the way, if you want to have a studless approach, but don't have tiles, remember you can always turn studs sideways and use the sides of bricks as the surface area. They can be attached with technic bricks and pins, or modified bricks 1 x 4, with studs on the side. Just an option.

Okay, then, cool. In that case I might go with a giant Stay Puft Marshmallow Man or a shoe....but that's just me.
