There's no right or wrong way, regardless of the size of a MOC. You have to determine the shape and texture that you want to create and use what approach seems best to you.
I will mention a couple of "rules of thumb" for building in general, that seem to apply particularly to vigs. They're small scale makes the following issues particularly noticable...
1) Less can be more. Try to create a focal point in a vig, and don't cram too much into it. I've seen tons of vigs that have just too many items/elements in them, and no focal point. They just end up looking like coleslaw. This also applies to textures and colors. Too many competing textures, or too many chaotic color combos can also be visually busy, and ruin a creation.
2) Concept and building skill go hand in hand. This is particularly noticable to me in vigs. Some of the best ones I've seen (*cough*Shaddix and Young*cough*) have some nice building techniques, but always a strong concept.
