Here is the wikiarticle of this game:
http://en.wikipedia.org/wiki/Pirates_of_the_Caribbean_(video_game)
i have it it is buggy and full of all kind of glitches but what is funny is that it is easy to modify- i just downloaded the mod to it and it included lots of nice additions but original game is pretty fun too...

Yes even a fleet up to four ships- you can play on land it is kinda rpg- and you can freely sail to some ports around the fictional (I dunno why there aren't real islands?) caribbean it is possible to trade and fight with ships on sea- board them capture them and almost everything pirate can do or honourable captain as well- bad is it that it full of bugs and glitches- it doesn't work with my computer but i play it with my mothers sometimes- it still crashes many times and all because sea is so well done and without mods it is boring since you cannot change name or face of your character- i downloaded some mods and it is awesome now- many new storylines- additions and all it is possible to play as Jack Sparrow and even Horatio Hornblower- unofficial mods of course but fun also the original gameplay can be played as updated rpg-version and it is possible to choose another character now.....

I really would want it for xbox too- instead of pc- always when i capture a ship game crashes- and it is not possible to save in ship battles.... makes me crazy if i have battled an hour against a fleet of enemy ships (when using realistic sailing and reload speeds it can take even more time) and then all progress is lost because of bug!
