For bases underwater, think of a more high tech, futuristic, militaristic Rapture (The city in Bioshock). It will have ample room for expanding, large sum of resources, and gain an advantage because most of the enemy's vehicles can't go underwater. Just imagine a fleet of submarines of all sizes taking out the enemy's ships from such an advantage. But for floating bases will mostly count as small labs, checkpoints, communication, light craft refueling and so on. A whole world unexplored.
It is indeed! Sounds good. I've not given much thought on the subject beyond military posts. I say we go for it, like MOC-wise?
