As long as I'm in charge here, no mercenary will be hired by this military force. If I weren't so busy campaigning against the COP I would completely divert this faction to the extermination of mercs.

I somewhat agree with you on the subject. However, like many terrorists(excluding extremists), mercenaries are often desperate people who have no other option, and many times once you join, there is no turning back. No doubt even if one could leave, readjusting to civilian life would be very difficult.
