Help with decals

I was thinking on making lego decals in some minifigures. I was also thinking on making a bricklink order to buy minfigures for decals.

Can someone help me: should I buy plain minifgs torsos and legs etc, or buy entire minifigs and then clean them up?

the prices of minifigures are very different, perhaps it might be cheaper to buy seperate legs and torso's
But I really don't know, count up the price of a pair of legs, a torso and head and compare to a complete minifig ?

I'll do that but any suggestion of the cheapest minifigs?

I only know which are the most expensive :P
I think police/fireman or townfolks in general are cheap,
classic pirates maybe

Just for the interested:

Cheap minifigs: Fire - Classic, White Fire Helmet (0.80 each in stores selling 8 or more)

Torso assembly: 0.25
Legs assembly: 0.10
Head: 0.10
= 0.45

All prices are for used parts and are the prices in stores with at least 8 items

It is far cheaper to buy individual parts than minifigs, but I think that in the end buying minfigs will be cheaper for small quantities (let's say, 10 minifigs), because buying separate parts implies buying in different stores.

i diffently see your dilemma, but fiend the store at BL with the most minifig parts and see the price, then you fiend the store with most minifigs and do the same, then you find out how many figs you need, and if you have to go into multiple stores to get the right amount of figs, then you just make the total price at both, the complete figs and the fig parts, and then you take the cheapest,
