Actually, the legion didn't exist till after the Clone Wars. Rusty gathered together a bunch of clone troopers who hated the Empire and formed the legion just before the Galactic Civil War.

He was a loner who did his best to right the flaws in the galaxy. He wasn't really associated with any faction, he was just trained in the ways of the Force by his father and once his dad died (sniff sniff) he traveled the galaxy taking down crime syndicates, Seperatist leaders, and occasionaly an unwise Jedi.
