Mh, i would say you can use both. The Maox main factions do have laser technology but i imagine it costs much and for some ground military bullets may have advantages. For example a laser could be easily interrupted by energy shields or magnetic anomalies in the environments etc. . Or a laser can burn specific holes into a ship or destroy its energy shields but not destroy structures like buildings and mechs easily. So low-class mercenaries and assasins may have bullet weapons. Honestly i never cared about. I use lasers mostly.

Try checking out our wiki. Most MAOX forces use energy-based weaponry, due their power and low to no cost projectiles, like Christian said. Yet, newest MAOX units and weapons have been developed and equipped with ballistic type weapons, since advanced ballistics is now the weapons labs research. These include Gauss, Rail, ACSC and SHTRAs.

I make use of both. Stream Cannons are standard for ArcheGenis' fleet, and I just LOVE giving Gatling guns to my ground forces :)

Trying to kickstart activity here, so I'll say that a well balanced mixed of lasers and gauss bullets would work. Lasers need a huge power pack to be carried around in order to function properly, and mirrored armor would easily protect you. Problem is that mirrored armor is shredded to pieces by a hail of gauss rounds, so I'd say lasers never actually came into as wide use as gauss accelerators, railguns and coilguns.

On the other hand, bullets wouldn't get through a foot thick wall of titanium, but a laser would burn right through. Lasers vs bullets is complementary, not contradictory
