The highly depends in how you make it. It has to be reasonable with the timeline of the GGWU events. It must be fundamented with MOCs and vigs, the Krill and the Mysterions are great examples, I would suggest you talk with Chirstian and Gideon in this matter.

Sure you can make an own as long as it doesn't offend the background already set and have a believable story. Are you planning a memberworld of Maox or a complete own independent faction?

If they offer war technology or having a mercenary fleet/force, yes. Personally i'd prefer independence because Maox needs some to trade with and making contracts...
