I've just been looking at the help section, and it states I need to report inappropriate comments to "MOCpages support", but no link is given.

is it the same link as the one for technical problems? http://www.mocpages.com/support.php

I only ask as:

1. the link SPECIFICALLY mentions "if you have a bug". Well the scenario I'm describing isn't a bug.

2. several "off topic" conversations recently probably should have been directed to MOCpages support, but the instructions as to how and when to contact them aren't exactly clear.

I'm trying to clarify when it would be necessary to contact support and when it would be more appropriate to write the query here.

if http://www.mocpages.com/support.php is to be used for both technical problems AND to report things like rule breaking or harassment, or not?

Quoting SISE .
The link you provided actually says "Report a problem", so I assume your complain will be put in right place.

In a possible form.

Both places are acceptable for reporting problems, technical or otherwise. In general, the first link goes directly to Sean as I understand it. The Help Group hits a wider audience with Chris and I, as well as the rest of the community who've joined the group.

I'd say try hitting the Help Group first under most circumstances. If it's something beyond us, then we can pass the issue along to Sean.
