How do I add an "orange box notice" to my page, or one of my MOCs?

Does anybody know the HTML necessary to create an "orange box" on a page? By that I mean the orange box visible at the top of this page: http://mocpages.com/about/

There's one below the text box I'm typing in now, and it says, "Inappropriate comments will be deleted before anyone sees them,
and your account may be deleted. Full rules | Why?"

If anybody can help, that'd be great.

Oh ok, thanks! Should I ask him on one of his MOCs, or possibly in the TFOLPC?
