As for scale, I was thinking the cars should be around 14-16 wide. Not sure about the Fiat Van or the transporter, though.

Awesome! I am planing the main body to be 15 wide with half a stud offset wheel wells bringing it up to a 16 wide. For the head lights would you prefer 1x1 round lights or 2x2 round lights?

I used 2x2's when I made my regular Fiat 131, I think ideally you could aim for 1.5 studs wide, but those are really tricky to get. I intend to use these: http://www.bricklink.com/catalogItem.asp?P=x85 when I make the Beta s2. I'd just follow your gut, you'll know when it looks all spiffy. Just be warned, its a curved box, the most difficult of all shapes. =P
