At first I would like know what's the point of this group. I guess something about commenting on everyone's MOCs?

The point is that if every one in the group is commenting on the groups MOCs, then creations that are put in the group will have a high chance of getting more comments. I think maybe that all the comments should give advice. Also there will be a low uploading limit, so that you can get more comments on a creation. Just think of it like this if you post something in the group and the group has say, 50 people there is a good chance that 5-10 people will comment and give you advice.

Nope, adding one creation a week is just the max. You don't have to add one each week.

How about just pressing the like button? that boosts your creation up and it takes less time to do that a constructive comment. That means people could "like" 5-10 creations in, say, 5 mins. If you guys don't want that it's ok. But I don't mind if you just "like" my creations.
