(according to Brian Kescenovitz) The Dawn Forge typically fights on land but there is talk of carriers and other ships and even some planetary colonization within our solar system. Nothing too extreme like ships that can travel faster than light or carry hundreds of thousands of personnel or anything like that. So I guess to answer your question, the dawn forge is mostly on earth, yes, but there is a potential for wars to be fought elsewhere.
