I stated in the rules (General Conversation) that the height restriction is 20 cm, not counting wings and length can be any you like. There are no minimum restrictions, so you can build as small as you like.

Can it be either a bipedial dragon (possibley with no wings) Or must it be a winged quapreped?

The rules are in General Convo and yes, they can be bipedal or wingless.

Problem...

My Dragon's a little over the hieght limit (by 5 inches XD). Is that a major problem, like disqualication problem? Because I really can't downsize and, despite plenty of time left, I don't really want to destroyredesign what I have now.

Ouch. That's quite a throw. Apparently most of the entries will have some size... 20cm height works for quapedal, but not for bipedal... Hmm... I'll edit rules a bit as the contest's not so far. It'll allow you to continue.
